Implement spec test filtering mechanism

I think we need a more sophisticated filtering mechanism than std's TestOptions.

Lodestar's specTestIterators can filter by runner, suite and test name and it supports regex.

I think what we have is good enough?

eg: in zbuild.zon, .tests.spec_tests.filters add "phase0" or "phase0 operations attestation" or "phase0 operations attestation invalid_" etc etc.
then zbuild test spec_tests

It is a little annoying to have to write to a file.
would be nice to do something like zbuild test spec_tests -Dspec_tests.filters="phase0 operations attestation"

Ok, the latest zbuild now supports setting test filters via cli options. Filters can be specified multiple times, where each filter is applied independently.
eg:

• zbuild test spec_tests -Dspec_tests.filters="phase0 operations attestation"
  • run all phase0 operations attestation tests
• zbuild test spec_tests -Dspec_tests.filters="phase0" -Dspec_tests.filters="altair operations voluntary_exit"
  • run all phase0 tests and altair voluntary exit tests
