I ran into a similar error:

Error: P1010: User 'root' was denied access on the database 'postgres.public'

I had to stop my local instance of PostgreSQL (since I'm on a Mac, I ran brew services stop postgresql@14)

I am working on Windows too.
Almost certain, is not a auth issue, but tooling.

Follow this steps.

Installed PostgreSQL client tools (which includes psql)
Manually verified the database connection worked with root:root credentials
Confirmed Docker Desktop was running (this was also needed)
Successfully ran the Prisma migrations
