Consider pausing the scheduled job if the IDE is not in focus

If a user is not actively in / viewing their IDE, it might not make sense to continue to poll for Iris incidents and display notifications - we are essentially processing incidents and creating notifications that may never be seen. It might be good to expose a configuration option to enable / disable requests when the IDE is out of focus.

Marking this as Help Wanted and Question as I'd like to gather others thoughts here - this might be good as it limits the requests sent to Iris, but it might be a strange user experience for some.
