Expose option in Iris configuration to read out-loud the notification

This might be neat for folks who don't know this functionality exists for notifications (to be fair, I didn't even realize this existed until a few months ago!), but should be disabled by default as it may be bothersome to folks.

For posterity (and so I don't forget), this can be accomplished through something along the lines of:

NotificationsConfiguration.getNotificationsConfiguration()
        .changeSettings(IRIS_NOTIFICATION_GROUP.getDisplayId(), IRIS_NOTIFICATION_GROUP.getDisplayType(), true, false);
