Protein rations coming in emptystring wrappers

Describe the bug

Protein rations come in wrappers called ''

Looking at the json, it should be copied from the base wrapper, so this seems more complex than a typo

Steps to reproduce

1. Spawn in an intact evac shelter
2. find a protein ration

Expected behavior

For the wrapper to be named 'wrapper' and not a jarring empty string

Strange, JSON_INHERITANCE.md definitely seems to say all fields should be copied, including "name".

It's setup to copy-from but overwrites the name field before checking if it's copy-from

Either this should error (which is how I remember it behaving in the past?) or it should only overwrite is was_loaded is false or setup that default behaviour somewhere else
