Move Chapter Icons to Settings Repo

We currently have a set of chapter icons that we use in the events calendar for each Chapter. We want to move these icons out of this repo and into the settings repo. This would make it easier for us to add and change icons for Chapters. We could probably set up some sort of proxy mechanism to proxy requests against the API to the Github repo.
