[Feature] Selector Animation on TabbedCommandBar

Describe the problem

When selecting a different item on the TabbedCommandBar, the selector is not animated like it is with NavigationView.

Describe the solution

The animation of TabbedCommandBar's selector should be consistent with NavigationView.
