Add how-to guide for Commit-boost

Add how-to guide for using the Commit-boost API and Commit-boost CLI options (#301). This will be similar to https://docs.web3signer.consensys.io/how-to/manage-keys and explain how to set up Commit-boost. It should reference https://commit-boost.github.io/commit-boost-client/.
