In order to have the tracer compatible with old version of Besu, the tracer does not include some of the features merged in beta-v3.1-rc8 for Cancun and Prague

• EIP2935
• EIP4788
• System accounts are not added for Cancun for in ToyExecutionTools
• HISTORY_STORAGE_ADDRESS is not created for Prague in ToyExecutionTools
  Basically, this version of the tracer should only be ran for London tracing debugging
