OPL Not saving settings

Whenever I restart, any changes made to the OPL settings are reset. I've verified that the configuration file is present on the drive, but it seems the settings are not loading properly. As a result, I have to manually enable the BDM devices and other settings each time to get it to work.
Steps to Reproduce:

Expected Behavior:
The changes to OPL settings should persist after a restart and load automatically.
Actual Behavior:
The settings are reset, and I have to reconfigure everything manually after every restart.

If you have a PS2 Memory Card inserted, the settings should save to that and load without issues.

Currently, OPL cannot read settings saved to the exFAT partition. It's a known issue and will hopefully receive a fix soon.

I've encountered this issue too, I've tried to remove all settings from MC, HDD and USB drive and it's saying saved to mass1: even if I have USB drive disconnected, memory card connected or not, always saves to mass1:

mass1: means it's saving to the exFAT partition on the HDD. Have you connected the drive to your PC and deleted the settings there? Are you using a normal official Sony PS2 Memory Card?

Yup I've deleted all config files, I'm using psxMemcard Gen 2, I had config before there and it was working, I've altered cheat settings for one game and it saved it then it happened, whenever I alter anything and save it it wouldn't change and deleting config from everywhere made it launch OPL with default setting everytime and saving to mass1: so I'm stuck with OPL without config file, so I need to launch OPL, alter settings then start game from OPL, launching from PSBBN doesn't apply cheats so my widescreen patches don't apply.

When you launch OPL from PSBBN the VMC will change so maybe that is the issue. I recommend keeping a regular PS2 memory card in slot 2 and saving to that.

I'm really confused about what you're saying. OPL settings and per-game settings are stored differently. Per-game setting are always stored to the HDD, PSBBN should read those per-game settings when launching a game, that means cheats, GSM and any other per-game settings you have set.
