Problem remod islands permits 

Hello, thank you for the work accomplished.  I have already used your save editor.  But today I have a problem with the Nook shop, the permits for remod islands are not appearing.  I have of course unlocked the remod islands application and the permits are not available. I have tried a lot of things but I can't seem to make them appear.  I thank you in advance.
