Popup, Undocked windows and config dialog window should have own focus and task-bar items

This issue should be a discussion issue in the first place. This issue was promoted by @doem-an and we discussed to the point that I think it is always a good idea to give the user direct and transparent control.

If you have a lot of windows on your desktop you are forced to use a second desktop or will start to hate using RAFCON undock feature because the different windows always start to overlap thinks you wanna see. And this is caused because of the implicit behavior and no direct control of the user to find separate windows like it is possible for any GUI application I remember so far.

Sub tasks and discussion points would be:

• every window/dialog has it own focus
• every window/dialog has it own task-bar item
• a button in the main window which brings all un-docked or dialog windows to the top level to be seen be the user
