Consider Adding a Test Suite for YogiMPI

It would be nice to have a test suite for YogiMPI to ensure YogiMPI fully supports the MPI-3 Standard.

This could require quite a bit of effort to put together, but, there could be some existing test suites that we should consider and add additional tests as needed.

There is a basic test suite in ./test, and I agree we should expand them. My understanding is that functionality has been added as needed. While the intent is noble, this may be too broad to be a single issue. Should we consider converting this to a Project or a Milestone?
