Having issue on the last stage of the Nexus Dashboard setup

im on the last step of the windows setup of the Nexus Dashboard and the final command fails,

First Command

pip install -r requirements.txt = I think it worked bit not sure, I ran it again and this is the outcome -
PIP Install.txt

Second Command

flask db upgrade
bash: flask: command not found

any ideas?
