External Content Steering Information

There are cases when manifests are static, for example in a VOD library. Such a VOD library typically has MPDs with relative URLs. The content is then served from the same service location as the MPD. This may even be the case if you have short form video, such as Reels and so on. It would be good to allow to configure content steering (and likely other management parameters), without having to modify MPDs for operational purposes. For this purpose, an API to the DASH Player would be useful, that provides the Content Steering information.

MPEG-DASH define content steering information as a set of parameters and the MPD information is just one way to implement this. dash.js implementation would be straightforward. API would be sufficient for now. No updates to 103 998 needed, but improvements may be good, also to understand precedence. @dsilhavy check implementation effort.
