+This document primarily addresses updates to DASH-IF IOPv5 part 7, video. It may also update the registered codecs here: [https://dashif.org/codecs/video/](https://dashif.org/codecs/video/). The ATSC 3.0 suite of standards includes an HEVC-specific spec, A/341, and a candidate standard VVC-specific spec, A/345. Both standards support 2-layer scalable video. For HEVC, SHVC is optionally supported. For VVC, optional support of LCEVC as a scalable enhancement layer is available. ATSC relies on DASH delivery at the transport layer. Currently, the transport details for SHVC support are contained in an ATSC-specific DASH IOP: https://dashif.org/docs/DASH-IF-IOP-for-ATSC3-0-v1.1.pdf. Support for VVC + LCEVC is yet to be completed. This document provides the information necessary to incorporate scalability support. The following proposes utilizing dual adaptation sets to support scalable video delivery and seamless switching between the two. The proposed method introduces a framework where a base layer (BL) using a base codec (in this case, VVC) is complemented by an enhancement layer (EL) utilizing MPEG-5 LCEVC (Low Complexity Enhancement Video Coding). This dual-layer approach aims to ensure compatibility across a wide range of playback systems. The reference dash.js player developed by DASH-IF is currently integrating this approach for its upcoming version 5.1.0 release, see Pull Request (PR) 4572.
