API endpoint to enable polyfills #4231

Is your feature request related to a problem? Please describe.
Some platforms are missing required APIs and functionality such as Promises, FetchAPI or even ES5 functions. Similar to Shaka Player (https://shaka-player-demo.appspot.com/docs/api/shaka.polyfill.html) we can introduce an API to install/enable specific polyfills.
