Support multiple data dictionaries in the data dictionary provider

#### Need
We need to support different dictionaries for different uses such as:


- Tier1 Schema (AnnData)
- Tier2 Schema (HCA Data Repository)
- Cell Annotation Metadata Schema (AnnData)
- HCA Core Schema (HCA Data Repository) (name to be finalized and out of scope for now)


We need the data dictionary component to keep different states for the different data dictionaries.
