Send budget reports

The report should be a chart.

Make it configurable, daily, weekly or maybe monthly. Might be able to place on the budget objects themselves.

Send to slack and email, if possible, do not make the image publicly available, try to embed base64 if possible.

Maybe think about two report types

• The ones on the budget it self, using those tags to filter.

• A different report showing 4 charts:

  • Cost grouped by account
  • Cost grouped by region
  • Cost grouped by service
  • Cost grouped by tag

  We won't be able to show all the accounts/regions/services/tags in one image, take the top 10 or something like that (maybe it can also be included as text/list/table beneath that).
