User Issue: Cant do CPU Pressure Test for services having less than 1 core CPU Requests #961

We've observed that while providing CPU pressure in any % be it 1, 10, 25, 50% etc, we dont see exact results and most of the times CPU Usage goes upto 100% (hitting all cores and beyond that as well for the pods). We also observed that putting exact core works better but there is a limitation in that we cant do cpu chaos test on services with less than 1 core CPU requests as with any % we see it goes upto 100% which we dont want to do in production. Can you open this for services using milicores CPU as well & possibly fix the % or remove that altogether?

Open CPU Pressure test for service using less than 1 core.
Describe alternatives you've considered
We've not thought about alternatives but we might need to try other things (via kubectl) or chaos tools for achieving that if the limitations are going to stay.
