migrate deprecated github.com/golang/protobuf to google.golang.org/protobuf

Per https://pkg.go.dev/github.com/golang/protobuf, `github.com/golang/protobuf` is deprecated.

Over 40 modules appear to import this module, mostly indirectly.

It may be possible to upgrade these to a non-deprecated reference
