Update download continuation for interrupted downloads #64

Is your feature request related to a problem? Please describe.
No problem, per say. But having a sometimes intermittent web connection causes one to lose a nearly completed update download, which seems like a waste of effort.
Describe the solution you'd like
Would like the Launcher to resume update downloads from the point where they had been interrupted.
(Save incomplete downloads, check if new update request corresponds to an existing partial download and, if so, resume the update download from where it left off, if not, delete the partial download and continue update as it works now.)
Describe alternatives you've considered
If not feasible or requires inordinate coding, please disregard feature request.
