Check is missing LMA areas from levee polygons in the structure data makes sense

The structure data does not provide information for 12 LMA areas, most of them island. I want to make sure this information is correct and makes sense (for example, there are no structures in these areas). See list of areas below:

• Area northwest of Discovery Bay
• Atlas Tract
• Bacon Island
• Dead Horse Island
• Fay Island
• Liberty Island
• Medford Island
• Quimby Island
• RD 2101 - Blewatt District
• Sacramento County Levee 70
• San Joaquin County Levee 81 West
• Webb Tract

They probably don’t have any structures of note.

For values, NSI indexes them to 2021 $. We would need to multiply those values by 1.14 to bring them to 2024.
