Some licenses that look pemissive are not included in `Permissive Licenses` group

Current Behavior

• BSD 2-Clause "Simplified" License is included in the Permissive Licenses group but BSD 2-Clause with views sentence is not included
• Python-2.0 also looks permissive https://spdx.org/licenses/Python-2.0.html
• BlueOak-1.0.0 is public-domain like https://spdx.org/licenses/BlueOak-1.0.0.html

Proposed Behavior

Why not add them to the group?
