MVP for a DT v4 MSSQL -> DT v5 PostgreSQL migration tool #1608
Description
Current Behavior
Users of DT v4 have voiced that testing DT v5 would be easier for them if they could migrate their existing data from MSSQL to a PostgreSQL database, as required by DT v5.
Proposed Behavior
Implement a MVP version of a migration tool. This can act as foundation for a full implementation of #881.
