Integrate with ArgoCD

Once we are happy that the kubernetes + helm setup is correct, we should integrate with ArgoCD

• daq-config-server is running on the Argus cluster on ArgoCD as part of the existing athena apps
• We pin a specific version rather than the latest image

Ah yes good idea, I will update the issue

The service is now working with ArgoCD, will close the issue once it's been merged into the athena apps gitlab

@olliesilvester should there be a PR for adding it to the athena-apps? I can't see one on gitlab.
Also I don't appear to have permissions on the namespace ;(
