MPAS-SeaIce restart file naming convention for regionalStatistics not in sync with other archive files

January for a new years is not written to the previous year's archive as it is for monthly and daily field data.

This caused a problem with files being overwritten just for MPAS-SeaIce regional statistics during file transfers involving the large ensemble.
