Add link to FEGA Collaboration Agreement

Change

Add link to the Federated EGA Collaboration (Legal) Agreement when it is available publicly. Also include some context that describes that this is the current version, nodes are welcome to take a copy to start to review with their relevant legal teams the terms of the agreement, but that the official current version must be obtained from FEGA prior to signing (i.e. this version cannot be used to sign).

Reason

It is helpful for interested nodes to have access to the Collaboration Agreement early on so that they can understand the responsibilities for joining FEGA. It is also useful to have it early to share with an interested node's legal teams so they can have plenty of time to read and understand it before signing.

The current version (v1.3) of the FEGA CA can be found here: https://drive.google.com/file/d/1QAKABRB5ZxAJlQSwFHaJ3e6TdtwZaCYs/view?usp=sharing

It includes a watermark that that nodes cannot use this version to sign directly, but must reach out to FEGA to get the most recent version to sign. It's still useful for nodes to have this version to start to assess how they will sign.
