Create a Formalized SHACL Test Suite

This issue is to start converging on a set of test SHACL shapes for the SOSO guidelines as mentioned as a useful activity for the ESIP Cluster at the 2025 Winter Meeting.

Calling for existing work to be posted here, and to begin creating a test suite. I'll put on the ESIP Cluster Agenda for Thursday, March 27th at 2:30pmET

I just created a summary spreadsheet for brainstorming validation rules and their mappings to validation use cases, with the idea that these rules could be turned into SHACL shapes and implemented once we had a better idea of the mappings. I pre-populated it with some of our existing shapes, and did a tentative mapping -- but all of that is open to revisions and additions. Validation rules spreadsheet
