Rideable mobs teleport with you if you're standing next to them while TPing

Describe the bug

Rideable mobs teleport with you if you are standing within a few blocks of them when you teleport. They do not, however, teleport with you if you are riding them.

To Reproduce

Teleport within a few blocks of a rideable mob.

Expected behavior

The rideable mob would not teleport with me when I was standing next to it.

Anyone can do this with any rideable mobs anywhere. I have tested it on skeleton horses and llamas.

its not when you are near them or atleast not only when you are near them, it can happen like this too

rideable mob
you try to tp to place while riding them
it wont work
(either /n spawn or /t spawn or /home)
and then you get off
and if you try to teleport when you got off horse it tps you and whoever on the horse and the horse to the place
