"InitialCondition" soil data validation #58
Description
the InitialCondition soil data is location/time dependent, however the data is read by Constants.m in STEMMUS_SCOPE. Currently, we do not have any checks for that data in PyStemmusScope, but we should add checks to ensure STEMMUS_SCOPE runs properly in case a user makes a mistake or there is a bug in this package.
