Voting fade into next level transition

Basically, when voting ends, instead of fading back to the level you were just in, and then teleporting to you to the next level, it'd do something completely different.
The voting menu would fadeout in a black color (can be customizable by theme), and the audio would fadeout as well (this is possible using fade_volume_scale)
