Adapter attached to energy storage may be used as a kind of global control. We can then use percentage instead of EU amount to control power generation.
Performance impact
OC adaption of GT machines expose direct methods. They don't consume game ticks, but need to be queried with timer. We can treat that does not have an impact on performance.
