Rework "facility" branch

Following discussion in #1538 - generalise facilities to any material entity capable of the facilitation of a planned process.

I've been reviewing this branch of ENVO recently due to an old OMRSE issue (mcwdsi/OMRSE#157). I think the current definition is too broad, as it allows for something like a hammer or a motor scooter to be classified as a facility, and the axiom too narrow. As such, we'd like to propose the following updates (bold reflects additions/changes):

Definition: A material entity which is engineered, fixed in place, has been designed to promote the accomplishment of one or more defined tasks, and can provide shelter to some material entity.

• Restricting it to man-made structures serves the purpose of distinguishing it from natural structures.
• Restricting it to being fixed in place distinguishes facilities from their mobile counterparts, which to my knowledge are typically not considered facilities.
• Defining it as providing shelter helps capture that it is an enclosed space within which things can be stored or activities can be carried out (there may be a better way of stating this in the definition).

Axiom: EquivalentTo 'capable of' some 'process'

• The class 'facilitation' has no child classes, meaning there is no way to axiomatically differentiate one facility from another. Replacing it with 'process' helps broaden the range of classes that ontology developers can use when extending this branch of ENVO for their own needs. Note: I don't recommend using 'planned process' in the axiom, as there are many classes not classified as planned processes that ontology developers may want to use here.
