Automatically detect new and removed projects in the webserver

Automatically detect if a project was added to (or removed from) the workspace directory, without manually restarting the *CodeCompass_webserver* binary.

Currently a new project is automatically added to the dropdown list of the UI, but loading it fails (`CppService` throws 404).
