Require pull requests to pass all CI tests

Pull requests should be required to pass all CI tests.

Scope

1. Agree on and create GitHub Checks, as they are required to be set as manditory
2. Agree on which CI tests need to pass

Pull requests can't be merged anymore before passing all agreed on CI tests.
