I´ve installed OSM Editor for ArcGIS Desktop 10.5.1, when I´ve tried to create a Network Datasets and ArcMap crashed, I´ve changed the display in ArcMap to use meters, and the ND Config to use Drive Meters and Drive Generic, the same error ocurr. You can see the message in the picture below:
