[Navigation Logo] Setting `heading-level` results in incorrect display

Actual Behavior

When using the Navigation Logo's headingLevel property - styles are being set on the internal components.

Expected Behavior

Across the components, setting headingLevel should not result in visual changes to components - it should only affect the internal DOM structure.
