3rd level menu items cannot be accessed with mouse scrolling

Actual Behavior

Scrolling with the mouse doesn't work to show and access calcite-menu-items in a long list that renders past the viewport height.

Expected Behavior

Scrolling the mouse when the cursor is above the menu that is larger than the viewport should shift the hidden menu items into view so the mouse can click them.

Reproduction Steps

1. Expand West
2. Expand Southwest
3. Try to scroll the Southwest menu with the mouse
4. Notice it is not scrollable but options can be accessed by the keyboard
