Add the permission for the Enchantment:Binding_Curse exemption
How the feature is useful
When players have this permission, they can ignore the Binding_Curse and freely put on or take off their equipment. For example, if Elytra are cursed with Binding_Curse, they will never be able to be taken off, because Elytra cannot be completely destroyed, so the player will be stuck wearing them forever. Currently, some options are controlled globally, and they do not completely ignore the Binding_Curse, unlike the flexible and thorough nature of configuring permissions. Given that new players are often tricked by trolls into wearing equipment with Binding_Curse, some servers can also use this permission feature to completely disable the effect of Binding_Curse.
