RFC: Set a tripwire in case any Hippocratic License projects creep into Palantir repo dependencies #37

Problem: there is no way to see currently which packages have adopted the Hippocratic License

Proposed solution: add change tracking, to detect and report when a dependency changes it's license to the Hippocratic License

Sounds cool, I wonder if we could make use of fossa-cli or similar tools to do this
