Workspace - Some members of the workspace are not showing up on the list to select when creating a specific approval workflow for them

Action Performed:

1. Navigate to the Workspace settings
2. Go to Workflows
3. Click on Add approval workflow
4. It prompts them to select the specific users, but the ones they want do not show up in the list
5. Users do not have a specific workflow already set up for them, and they are showing up as members of the workspace

Expected Result:

Since they're members of the workspace and do not have a specific workflow set up for them, they should show up in the list to be selected

Actual Result:

They only see some of the members in the list to be selected
