Sometimes ladder search isn't actually searching #3199

Describe the bug
Occasionally, after selecting game modes and clicking ladder search the client shows that it is searching but actually is not and no games are found.

To Reproduce
Not sure how to reliably trigger this. It seems to happen rarely. Queues reflects there are zero players if this bug occurs (if there are no other plays currently searching)
