Convert legacy Tech Tips to the new format #385

We've now got "Updated Tech Tips" and "Legacy Tech Tips."
Legacy Tech Tips still are in collapsible frames, and are titled with the date that the Tech Tip was published in the Team Email Blast. These Tech Tips need to be converted to the new "Updated" format that has the tech tip on its own ftc-docs page. During this conversion, similar Tech Tips need to be combined into a single Tech Tip. For example, Tech Tips surrounding robot batteries should be combined, Tech tips surrounding Wi-Fi should be combined, and so on.
Once all of the legacy Tech Tips have been combined/converted, the Tech Tips should stop being referred to as "Updated" and "Legacy".
Special Note should be taken that when dealing with the "6/24/2024 Calculating Motor and Servo Power" Tech Tip, the link to that Tech Tip is in the Competition Manual, and the link to the Competition Manual needs to be updated. Therefore, when converted, the legacy Tech Tip will likely need to remain for some period while the links are updated in the Competition Manual.
