Post 2.0.0-rc.2 release activites

• Bump version number to 2.0.0-rc.3 Bump version to 2.0.0-rc.3 #1257
• Update tutorial
• Update c++ template repo
• Maybe update python template repo - readme is old, maybe breaking changes?
• Update other standalone repositories (Update Standalone repositories to rc.1 (or newer) #1222) and check README's are up to date
• Fixup CI: Manylinux2014 -> Manylinux_2_28 and update deprecated actions #1228 and merge to prevent future CI issues
• Fix wheelhouse CI in advance of the next release Deprecated Github actions FLAMEGPU2-wheelhouse#4

We should then consider what needs addressing / prioritising for the next release. Maybe setup a board / use a milestone?

Some thoughts:

• Migrate to Jitify2 #1150
  • CUDA 12.2+ bad rtc perf, including the google colab tutorial
  • Requires nagging @benbarsdell to merge his stale PR (Jitify2 parsing and preprocessing overhaul NVIDIA/jitify#131), or forking Jitify
• Remove CUDA 11.0/11.1 support and upgrade to CCCL 2.3.2+ #1155
  • better support, drops a cuda version so ideally pre-release
• Fix Spatial Wrapped invalid env/radii detection #1182
  • Python native example doesn't run because of this
• Remove Python 3.8 from CI #1235, Python 3.13 support #1236
  • Python version support changes
• CMake 3.30 deprecates FetchContent_Populate #1223
• Mutable / simulation-owned communication specialisation properties #710
• Double Precision Spatial Messaging #959
• [FeatureReq]: Host function iteration over directed graph edges #1237

I don't think Python template NEEDS updating (it's readme says python 3.7 though).

Likewise, benchmark repo's would probably want results updating if version was to be updated, for correctness.
