Mixin config loading on jij'd jars silently fails if the enclosing jar has a ~ in its file name

I have found that mixin fails to load mixin configs in jij'd jars when the enclosing jar has ~ in its name as a result of this Paths#get call which cuts off everything before the ~ resulting in the manifest file being read as empty (the FileNotFoundException is just swallowed). Ideally there would be something either earlier or right there that properly logs or exits early when this is the case as there is currently no indication that anything has gone wrong.

This is most likely a bug in neo's jij fs implementaiton, not Mixin.
