Loom throws an exception when trying to use mod depedencies from read only file:// maven repos. #1321
Description
ModDependencyFactory.writeTarget throws when the mod dep is on a read only fs, this failing shouldnt be the end of the world.

This can likely be tested by using chmod -R a-w on a local maven repo.
