Reported by David Lee. Python error on OSGR box drag.

I have addressed this issue in the code but am currently unable to upload the update to the QGIS plugin repository. I have reported the problem here: qgis/QGIS-Website#386

Plugin successfully uploaded. QGIS changed recently mandated that license file must be present and must be called LICENSE (without an extension), but it is not yet documented.
