Add warning and confirmation prompt to `airship publish` if overwriting existing release

Relevant to #21. We don't want to cause security errors, so we should make sure that the user knows what potential issues they could cause before allowing them to overwrite a previously published version.

Add a `-f`/`--force` option to overwrite without warning/confirmation.
