Allow overriding compiler arguments through the argument propagation

Right now if propagation arguments are passed to airship for compilation they are just tacked onto the end of the generated arguments. We should check to see if any of the propagation arguments have already been set in the default arguments, and if so replace it with the user-given propagation argument.
